According to the Illinois Manual on Recordkeeping, Clinton County court records are documents filed or created during a judicial procedure. These records contain a case number, the names of the parties involved, the attorney's name or address, the event and filing date, and the judge's name. The Clinton County Circuit Court Clerk is the custodian of court records and helps protect the rights of the public by documenting court decisions and ensuring procedural fairness. The Clerk issues Court records online and in person to record seekers.

Are Court Records Public in Clinton County?

Yes. Supreme Court Rule 8 and the Illinois Freedom of Information Act provide for the dissemination of public case information. This ensures that members of the public can obtain copies of these records manually or electronically from the Circuit Court. However, the Clerk will limit access to case information and documents deemed confidential. Some of these records include:

  • Adoption records
  • Juvenile court proceedings
  • Unexecuted arrest warrants
  • Wills deposited with the Circuit Court in Clinton County
  • Drafts, notes, and work products prepared by court officials
  • Personal information of potential or sworn jurors in a criminal case

Clinton County Court Records Search

Clinton County Criminal and Civil Records

The Clinton County Circuit Clerk is the official record custodian of criminal and civil court case documents for the county's courts. They make these records available online and in person to interested members of the public. Individuals may access these records by searching the Case Search portal with the case number of a record of interest or the name of a party involved in the case. Record seekers may also visit the courthouse from Monday to Friday, 7:30 a.m. to 4:00 p.m., to request the record in person. Court staff will provide a request form to requesters and they will be charged a fee of $.50 per page for a copy of court records, and certified copies cost $10.00 each plus copy fees.

There are also criminal records managed by the county’s law enforcement agencies. These include Clinton county arrest records, conviction/inmate records, incarceration information, warrant documents and records related to prosecution and indictment.

Clinton County Marriage and Divorce Records

The Clinton county Clerk and Recorder provides certified copies of Clinton County vital records, including marriage certificates, to interested and eligible requestors.

Inquirers may submit their requests for Clinton County marriage records by mail or in person by completing a Request for Certified Copy of Marriage form and a copy of their driver's license to the recorder’s office. Requesters will be charged $15 for the first copy of marriage certificates and $6 for each additional copy. Eligible requesters can also order marriage records online from an approved third-party vendor. However, Clinton County marriage certificates that are 50 years old or older can be retrieved by mail by submitting an Application for Search of Genealogy Record Form and a fee of $10 to the office.

The Clinton County Circuit Court Civil Division maintains divorce records and makes them available online and in person to the public. Online requests can be made using the Search Case Information portal on the Court's Court's website. Searches can be conducted by name or case number. In-person requests can be made from Monday to Friday, 7:30 a.m. to 4:00 p.m.

Clinton County Birth and Death Records

In Clinton County, certified copies of birth and death records are only available to eligible individuals, such as persons named on the Clinton County birth record, their parents, legal guardians, legal representatives, or a deceased person's relative. Individuals can obtain certified copies of birth and death records online, by mail, or in person at the Clinton County Clerk and Recorder. The first copy of a certified Clinton County birth certificate costs $15, and each additional copy costs $6. A certified copy of the death certificate costs $17, while each additional copy costs $10. The office partners with a third-party vendor to provide birth and death records online, with fees payable by credit card. Customers can download a Certified Birth Certificate Request Form on the Clerk and Recorder's websites and contact the office to obtain a death certificate form to request by mail. The completed form should be mailed alongside a driver's license and a check or money order fee.

Uncertified copies of birth and death certificates can be obtained from the Clerk and Recorder by mail. To do so, send an Application for Search of Genealogy Form to the office with a fee of $10. Additional copies of records cost $2 each.

Clinton County Property Records

The Clinton County Assessment Office issues property record cards to property owners at no charge. However, members of the public can get them for $2 or use the Property Search portal to conduct a search for free. To use the database, the search parameters required include the tax year, parcel number, property address, property owner's name, subdivision, or legal description of the property.

The Clinton County Clerk and Recorder provides property records such as affidavits, leases, liens, mortgages, deeds, assignments, plats, and easements to persons who request them from the office in person. They also process property record requests online through third-party vendors. Certified copies of these records cost $1 per page and $12 for certification. Individuals can find property tax records at the Clinton County Treasurer's Office from Monday to Friday, 7:30 a.m. to 4 p.m.
